Never use any medicated lip balms. They dry your lips out even more. Just use moisturizing ones.
Some tips? Stay away from chapped lip products that contain phenol. This is an active ingredient in many medicated lip balms. Check your labels. I found phenol in Lip Medex and others. Phenol is very drying. Once you apply the balm, the dryness gets you to reapply. You use more product, your lips stay dry and chapped; you use more product, your lips stay dry and chapped--you get the idea! Sounds like a good money making idea for the lip balm companies that use this ingredient. Again, check your ingredient listing on your products.
Another tip: To help your chapped lips heal faster, lightly use a toothbrush (make sure your toothbrush has a soft bristle and keep it light-handed) and brush your lips. It may tickle, but hey...it helps to remove the dead skin allowing your lips to heal faster. Then apply your lip conditioner. I would use a combination of nivea and burts bees products. I have chapped lips too and these products have worked miracles for me! Try the burts bees replenish lip balm and Nivea Lip Care

it is said that drinking lots of water will help keep your lips moisturized. the only lip stuff that's been working on me is co bigelow, you can find it at bath and body works. it really helps my lips when they get real dry (i live in the desert)
I used to use this great chapstick called carmex. it will keep your lips moisterized throughout the night and day. In addition, it gives you a nice tingle that you will just love ;P
buy blistex. it's honestly the best out there. put it on twice every day. Once when u go to bed and once in the morning. It's a lip balm thing. u can buy it at pharmacy's drug stores etc.
i just use chap stick, but that sounds like it's not working for you.
i'd go to a doctor and get some prescription strength stuff or maybe then can give you medicine to fix it... it sounds severe.

when i use chapstick or lipstick, my lips chap. it makes it worse. the best one so far for me that doesn't do this as badly, it Burt's Bees. it is great.
For me, burts bees works better than anything. Although burts bees sometimes has expensive products, all their products work well.
blistex hydrate..use it like a thick coat on your lips at night..a thick even coat..by mornin your lips will be complete

You just need a chapstick they only cost around $40 or something also don't lick them or bite them just leave them as they are

Bistex Medicated, or Chapstick Medicated. I think the ';Medicated'; aspect helps out quite a bit.

M.a.c lip conditioner works great. They use it on american idol contests.

try not to lick your lips so much...that's really the cause. Try Carmex too.
